Nine of ten companies that paid the highest FCPA penalties are non-U.S. firms Siemens AG (Germany), BAE Systems (UK), Snamprogetti Netherlands BV / ENI SpA (Holland/Italy), Technip SA (France), JCG Corp. (Japan) have paid the largest penalties.
