HEPZA oversees the activities of all the EPZs & IZs and is authorized by the Ministry of Planning and Investment to grant licenses for projects in the EPZs & IZs, with investment capital up to USD 40 million.

HEPZA – Ho Chi Minh City Export Processing and Industrial Zone Authority is responsible for managing EPZs and IZs in the Ho Chi Minh City area. The master plan (1996-2020) includes 21 zones (including 2 EPZS, 18 IZS, 1 Hi-tech Zone) with total area of 8,539.3 hectares. There are 10 existing zones (2 EPZS, 8 IZS) with total area of 1,652 hectares.

The Ho Chi Minh City Export Processing and Industrial Zones Authority (HEPZA) was established pursuant to the Decision No.731/TTg dated October 3rd, 1996 of the Prime Minister (formerly the Tân Thuận Export Processing Zone Authority pursuant to the Decision No.62-CT dated February 26, 1992 signed by the Chairman of the Council of Ministers) to carry out state administration of all activities of the export processing and industrial zones (EPZ & IZ) in Hồ Chí Minh City with the “One Stop Service” principle.

HEPZA is authorized by related ministries, ministerial level agencies and the People’s Committee of Ho Chi Minh City to implement state administration in such fields as investment, finance, trade, construction, the environment, labor, etc. HEPZA is authorized to issue investment licenses for all projects with investment capital up to US$ 40 million in EPZs and up to 10 million USD in the IZs.

HEPZA is designated as a sole coordinator for promoting, supervising and speeding up the implementation of the City Government’s directions concerning the EPZ & IZ and to make reports to the People’s Committee of Ho Chi Minh City; coordinate with the city departments and district authorities to report to the People’s Committee of Ho Chi Minh City for solving the issues on compensation, site clearance, technical infrastructure, transportation and plans concerning EPZ & IZ within the authority of the People’s Committee of Ho Chi Minh City.
