This program will present the basic “ABCs of antidumping investigations” in the United States. Specific issues to be addressed include, among others, the following:
An 87-page slide presentation will be provided to participants for review and reference. According to the Ministry of Trade’s Competition Administration Department, Vietnamese enterprises should learn about antidumping and how to avoid it. Up to August 2006, Vietnam had been the defendent in 28 antidumping lawsuits, and lost 23, which resulted in increased import duty rates. About the U.S. Department of Commerce Import AdministrationThe primary role of Import Administration is to enforce effectively the U.S. unfair trade laws (i.e., the anti-dumping and countervailing duty laws) and to develop and implement other policies and programs aimed at countering foreign unfair trade practices. Import Administration also administers certain sector-specific agreements and programs, such as the Textiles and Apparel Program and the Steel Import Monitoring and Analysis licensing system. The Import Administration is headed by Assistant Secretary David Spooner. Prior to joining the Commerce Department, he was the U.S. Government Textile Negotiator in the Office of the U.S. Trade Representative. Other senior staff in the Import Administration are Deputy Assistant Secretary for Textiles and Apparel Matthew Priest and Deputy Assistant Secretary for AD and CVD Policy and Negotiations Joseph Spetrini.
