Event Description / Thông tin hội nghị

Key aspects of customs and trade facilitation will be discussed, including an update on logistics infrastructure in Vietnam by Saigon NewPort, a foreign direct investor’s perspective by Intel Products Vietnam, and Ms. Ana Guevara, USAID’s Senior Advisor – Trade, will give an overview of the U.S. Contribution to Vietnam’s prosperity through a five-year technical assistance program to support  Vietnam’s trade facilitation.

Nestor Scherbey, Representative in Vietnam of the Global Alliance for Trade Facilitation, will give an update on a project to facilitate trade in Vietnam with introduction of a U.S.-style customs bond system for imports. This initiative will simplify procedures and reduce the time needed for imports. A delegation of Vietnamese government officials has visited the United States to gain insights into the US customs bond system as part of a pioneering trade facilitation initiative. The project aims to speed up the release of goods at Vietnamese ports by introducing a modern customs bond system, similar to that used in the U.S. Vietnam will be the first country outside the United States with such an all-encompassing system.

The customs bond system allows traders to purchase bonds from insurance companies to guarantee that they will comply with government regulations, pay all applicable duties and taxes, and submit all required permits and certificates. In exchange, customs expedites release of their goods by allowing for “conditional release” of goods. The release is conditional pending completion of all customs clearance formalities, and if the trader defaults, the bond is called.

Recently, Vietnam jumped 25 spots in the World Bank’s Logistics Performance Index 2018, compared with 2016, ranking 39th among 160 countries, demonstrating substantial improvement already thanks to efforts to improve customs efficiency and trade facilitation. The Logistics Performance Index is a biennial study that analyzes a country’s trade logistics performance, from a survey of logistics professionals based on six indicators.

The USAID Trade Facilitation Program, and Customs Bond Project will help to improve further Vietnam’s ranking on the Logistics Performance Index. The WTO estimates that Trade Facilitation will reduce Vietnam’s trade costs by 20%, thereby increasing its global competitiveness as a location for manufacturing and export to global markets.

Nếu là nhà nhập khẩu tại Việt Nam, bạn sẽ muốn tham dự hội nghị của Liên minh Tạo thuận lợi Thương mại toàn cầu (GATF) vào ngày 06 tháng 09 tới đây tại Tp. Hồ Chí Minh. Nhóm chuyên gia sẽ trình bày và thảo luận về một dự án tạo thuận lợi thương mại tại Việt Nam nhằm giới thiệu Hệ thống Bảo lãnh thông quan theo mô hình Hoa Kỳ áp dụng cho hàng hóa nhập khẩu. Sáng kiến ​​này sẽ giúp đơn giản hóa thủ tục và rút ngắn thời gian thông quan hàng nhập khẩu. Đoàn công tác của Chính phủ Việt Nam đã có chuyến làm việc tại Hoa Kỳ để tìm hiểu sâu hơn về Hệ thống Bảo lãnh thông quan trong khuôn khổ sáng kiến tiên phong về ​​tạo thuận lợi thương mại này. Dự án Bảo lãnh thông quan của Liên minh Tạo thuận lợi Thương mại toàn cầu nhằm mục đích đẩy nhanh tốc độ thông quan hàng hóa tại các cảng Việt Nam bằng cách giới thiệu Hệ thống Bảo lãnh thông quan hiện đại, tương tự như mô hình được áp dụng tại Hoa Kỳ. Việt Nam sẽ là quốc gia đầu tiên ngoài Hoa Kỳ áp dụng đầy đủ hệ thống này.

Hệ thống Bảo lãnh thông quan cho phép thương nhân mua bảo lãnh do công ty bảo hiểm phát hành để đảm bảo rằng họ sẽ tuân thủ các quy định của chính phủ, thanh toán tất cả các khoản thuế hiện hành cũng như nộp đầy đủ giấy phép và chứng nhận theo yêu cầu. Đổi lại, cơ quan hải quan sẽ tiến hành giải phóng nhanh hàng hóa thông qua cơ chế “giải phóng hàng có điều kiện”. Việc giải phóng hàng sẽ ở tình trạng giải phóng có điều kiện cho đến khi nhà nhập khẩu hoàn thành mọi thủ tục hải quan thông quan hàng hoá sau đó, và nếu nhà nhập khẩu không hoàn thành tất cả các nghĩa vụ liên quan, bảo lãnh sẽ được sử dụng để phạt thiệt hại vi phạm.

Ngoài ra, các khía cạnh quan trọng khác của lĩnh vực hải quan và tạo thuận lợi thương mại cũng sẽ được thảo luận tại hội nghị, bao gồm cập nhật về hạ tầng logistics ở Việt Nam, quan điểm của nhà đầu tư trực tiếp nước ngoài, và bà Ana Guevara, Cố vấn Thương mại cao cấp của USAID sẽ trình bày tổng quan về những đóng góp của Hoa Kỳ cho sự thịnh vượng của Việt Nam thông qua chương trình hỗ trợ kỹ thuật kéo dài 5 năm nhằm hỗ trợ công tác tạo thuận lợi thương mại của Việt Nam.

Việt Nam đã tăng 25 bậc trong Báo cáo Xếp hạng Chỉ số Hoạt động Logistics của Ngân hàng Thế giới 2018, so với năm 2016, xếp thứ 39 trong số 160 quốc gia, thể hiện bước tiến đáng kể nhờ những nỗ lực cải thiện hiệu quả trong hải quan và tạo thuận lợi thương mại. Chỉ số Hoạt động Logistics là báo cáo nghiên cứu được thực hiện hai năm một lần nhằm phân tích hiệu suất logistics thương mại của một quốc gia. Dữ liệu được lấy từ cuộc khảo sát của các chuyên gia logistics dựa trên sáu chỉ số.

Chương trình Tạo thuận lợi Thương mại của USAID sẽ giúp nâng cao thứ hạng của Việt Nam về Chỉ số Hoạt động Logistics. Theo ước tính của WTO, Chương trình sẽ giảm chi phí thương mại của Việt Nam 20%, qua đó cải thiện khả năng khả năng cạnh tranh trên toàn cầu với vai trò là trung tâm sản xuất và xuất khẩu sang các thị trường thế giới.

Ana M. Guevara, USAID Senior Advisor – Trade,  is a respected figure in both government and business sectors with extensive experience in international trade, transportation, and development. She was formerly vice president at two Fortune 50 companies, U.S. alternate executive director to the World Bank Group, deputy assistant secretary of trade for service industries at the U.S. Department of Commerce, and an active member of nonprofit executive boards. Her track record of achievement is a result of optimizing the nexus of international policy and business with social impact through strategic partnerships. Multilingual, she has led numerous successful teams in multicultural situations. She has steered the formulation of tactical public policy and mediated before international organizations and government officials at the highest levels. She is a seasoned public speaker with media and at public events. She received her B.A. in public and international affairs from the George Washington University.
