Top Priorities for 2022
- Partner with GVN and other stakeholders to use MSCI criteria to develop a regulatory framework to enable Vietnam graduate from a frontier to emerging market status.
- Support HCMC efforts to develop as a regional and international financial center.
- Promote digital economy/fintech, and resultant financial inclusion.
- Promote greater awareness and use of ESG criteria to enable access to sustainable finance.

- Partner with Morgan Stanley Capital International, State Securities Commission, State Bank of Vietnam, Ministry of Finance, World Bank, International Financial Corporation, and other stakeholders to promote a regulatory framework enabling Emerging Market status.
- Support holistic legal framework for greater digitalization of financial services – Cybersecurity Decree, Personal Data Protection Decree, e-transaction Law.
Leadership Team
![]() Eric Levinson, Head of Business Development, VinaCapital Eric joined VinaCapital in 2020 to lead business development for both its domestic retail and international products. In this role, he has been focusing on expanding relationships with banks and other investment partners, enhancing training for sales teams, and overseeing marketing. He is also taking a lead in working with the product development team to develop and launch new solutions that meet the evolving needs of the fast-growing domestic market. Eric is also partnering with the leaders of VinaCapital’s Alternative Investment Platform, including private equity, venture capital, real estate, and renewable energy, to market their solutions to institutional investors globally. Eric brings to VinaCapital over 25 years of experience in asset management and wealth management. He has held senior roles in management, sales, and strategy as a Managing Director at AllianceBernstein, Hartford Funds and New York Life. Eric earned a BA from Occidental College in Diplomacy & World Affairs, with a minor in Asian Studies. |
![]() Shawn Khong, Head of Commercial Bank, Citi, Vietnam Shawn Khong is the Head of Citi Commercial Bank (“CCB”) in Vietnam. He assumed this position on 1 January 2019. He is a member of Citi Vietnam Country Operating Committee and the Asia Pacific Citi Commercial Bank Operating Committee. As Commercial Bank Head, Shawn is responsible for managing the commercial banking business and leading the continued expansion of its capability in Vietnam, with offices in both Hanoi and Ho Chi Minh City. He is also concurrently the Branch Director for Citibank, N.A. Hanoi branch where he was designated since Aug 2020. Shawn started his career in Citi Singapore as a Management Associate in 2000. With more than 20 years of banking experience, Shawn has assumed many diverse roles across the Citi franchise in Asia including Relationship Manager in Commercial Bank Singapore; Director and Team Head in the Financial Institutions Group in Hong Kong; and Head of International Personal Banking in the Consumer Bank in Hong Kong. Prior to his current role, Shawn was the Head of Business Development and Planning and concurrently Head of Commercial Subsidiaries Group in Commercial Bank Hong Kong where he successfully setup and led a new cross-border business segment. He is also a past recipient of the Global and Asia Chairman’s Club awards and served as the Chairman of CitiClub Hong Kong in 2010 responsible for staff benefits and welfare. Shawn served as a member of the Board of Governors for the American Chamber of Commerce in Hanoi in 2021. Shawn graduated with a BSc (2nd Upper) in Management and MSc (Distinction) in Law and Accounting from the London School of Economics and Political Science in the United Kingdom. His areas of interest include distance running, traveling, and also mentoring the future generation. |
![]() Hung Hoang, Country Head of Securities Services, Citi, Vietnam Hung Hoang is responsible for overall management and strategic direction of the Securities Services business in Vietnam, including Direct Custody, Clearing and Investor Services and fostering partnership across the broader Markets & Securities Services and Capital Market businesses. Hung engages as a member of the management team at Citi Vietnam in the franchise management and governance forums. Hung is a member representing Cit at the Capital Market Working Group, Vietnam Business Forum. Leveraging over 20 years of experience in Vietnam’s capital market, deep and extensive relationships across key regulatory and capital market agencies, Hung is well positioned to drive Citi securities business, client and product strategies. Prior to Citi, Hung spent over 11 years at Horizon Capital and Horizon Securities, where as CEO he was responsible for the partnership between Citi and Horizon Securities. Hung started his career, in 1998, at the State Securities Commission of Vietnam in the Surveillance and Enforcement Department, before moving to Mekong Securities as Head of Equity Analysis and Consultancy. He then joined Grant Thornton in Corporate Finance and Advisory. Hung holds an MBA in Finance & Banking from the KDI School of Public Policy and Management, Seoul, Korea and a Bachelor of Economics from Foreign Trade University, Hanoi, Vietnam. |

![]() Binh Le, CEO, ASART Deal Advisory Binh is Founder and CEO of ASART, a leading independent and boutique advisory M&A firm in Vietnam, with a focus on strategic synergies and investment returns. For over the last 12 years she has been working intensively with M&A transactions and strategic projects for both sell-side and buy-side. Previously, she worked at KPMG. Binh has built an unique set of experience and track record with a combined knowledge in M&A, finance, strategy, valuation, structure, commercial performance, accounting, tax, legal, reporting, problem solving, executive negotiation, politics, government relations, and advocacy. Her current work is the optimal combination of these areas of expertise, with emphasis on value creation and sustainable growth. She has assisted and advised leading Vietnamese companies and multinational corporations in various industries, with 110+ projects and 230+ companies for a total value of USD3.6+ billion, directly with board of directors and shareholders. She has an MBA from Indiana University and Purdue University (IPFW, USA) and a Bachelor Degree in Commerce with Distinction from RMIT (Vietnam). |

![]() Ram C, Citi Country Officer, Vietnam, Citibank N.A. RamC is the Citi Country Officer for Citibank in Vietnam. His appointment is pending regulatory approval. Before this, RamC was the Emerging Markets Coverage Head for Citi’s Global Subsidiaries Group (GSG), based in London. In parallel, RamC was the Eastern Europe Head for GSG. RamC has 27 years of corporate banking experience with Citi across multiple functions. He started in India, set up the Citibank N.A. branch in Pune in 1998 and was later the Branded Consumer Industry Head (India) from 2001-03. He then spent 3 years in Citi Netherlands covering Citi’s Dutch multinational clients. RamC was in Singapore 2006-11 leading coverage of Citi’s multinational clients across Asia Pacific. RamC has travelled to 37 countries. RamC holds a bachelor’s degree in Computer Science from the BITS Pilani (India) and an MBA from the Indian Institute of Management (IIM) Bangalore. |
