Proposed to be developed on a new alignment as a 4-lane expressway of length 98.7 km, the DPEP is the first PPP project being undertaken in the toll road sector in Vietnam.
The DPEP is proposed to be developed through the DBFOT model. The concession period proposed for the project is 30 years.
The MOT intends to award the concession for the development of the DPEP to a group of entities. The MOT has identified M/s Binh Minh Import-Export Production and Trade Company Ltd. (BITEXCO) as the first investor in the DPEP.
The MOT now intends to select the second investor for the project through an international competitive bidding process. The investors shall incorporate a project enterprise in Vietnam for the implementation of the project.
The estimated capital investment in the DPEP is $757 million.
The World Bank is providing project preparation and funding support to the Government of Vietnam for the implementation of the DPEP through the PPP model.
The DPEP is proposed to be designed as a 4-lane expressway (dual-2 configuration) with emergency and safety lanes. The DPEP is a 98.7 km section of the North-South Expressway and shall pass through the Dong Nai and Binh Thuan provinces, with the following specific connecting points.
- Beginning point – Connecting with Ho Chi Minh–Long Thanh–Dau Giay Expressway, at 43 + 125,64 km in Dong Nai province.
- Ending point – On Highway 1A at My Thanh (at a distance of approximately 2.58 km from Highway 1A) in Binh Thuan province.
- Control points – Connecting to NH56 at 5+200 km, intersecting with PR765 at 2.5km from Highway 1A, intersecting with Highway 1A at 1,791+450 km, connecting to PR 720 at 2.85km from Highway 1A, intersecting to NH55 at 3.9km from Highway 1A
The DPEP is a section of the North-South Expressway and passes through the Dong Nai and Binh Thuan provinces. These provinces and the other areas along the DPEP alignment have registered attractive economic growth with GDP growth rates higher than that for the economy of Vietnam as a whole. These provinces and the other areas along the DPEP alignment are expected to grow at a fast pace in the future as well pertaining to the major industrial hubs, economic hubs, transportation hubs and key infrastructure projects planned by the Government of Vietnam in these provinces. The table below provides the population and economic growth projections for the DPEP influenced areas over the next 15 year period.
An independent traffic assessment has been undertaken along the proposed DPEP corridor for analyzing the characteristics of the existing traffic and deducing indicative assumptions for forecasting the traffic demand for the DPEP. Invitation for Qualification for the Selection of the Second Investor for Implementation of the DPEP on a PPP model.
The Ministry of Transport (MOT) of the Government of Vietnam invites applications for qualifications from the eligible applicants for the Selection of the Second Investor for the design, construction, finance, operation and maintenance of the Dau Giay – Phan Thiet Expressway Project.
The Second Investor will be selected through an international bidding process.
