Le Dang Doanh, VN Institute of Development StudiesDr. Le Dang Doanh, one of Vietnam’s leading economists, will provide an overview of Vietnam’s current economic outlook and discuss the Government’s macroeconomic policies.

The Government had a consultation meeting with Dr. Le Dang Doanh and other leading Vietnamese economists on Feb 22, and following that meeting announced that it would focus on macroeconomic stability rather than growth.

Dr. Doanh was quoted in the Feb 23 Saigon Times as saying, “It is expected that the Government leader will announce … a resolution focusing on curbing inflation, stabilizing the macro-economy, and ensuring social security. The resolution shows the determination of the Government to focus on macro stability, which is a very good sign, not mentioning how to achieve it.”

This was very welcome news, following several months of unfavorable reports, including continuing trade deficits and shrinking foreign currency reserves, downgrades of Vietnam’s credit rating by rating agencies (S&P, Moody’s, Fitch’s), negative comments by global financial institutions such as the World Bank, IMF, Citibank and others, and the early February devaluation of the vnd, the fourth in 15 months.

Dr. Doanh will provide an analysis of the current economic environment, the Government’s resolution to focus on macro-economic stability rather than growth, policies that we can expect to see, and the prospects for Vietnam’s economy in 2011 and the coming years.

About Dr. Le Dang Doanh

Dr. Le Dang Doanh, is one of Vietnam’s foremost economists.

Previous positions include:
Advisor to the Minister of Planning & Investment (MPI), 2001 – 2006
President of the Central Institute for Economic Management (CIEM), Hanoi, 1993 – 2001

From 1968 to 1978, he served as Expert of the Office of the Government, and began his carreer in the CIEM as Head of Department. 1987-88, was senior expert of the Central Committee of the CPV and from 1988 to 1990, economic adviser at the Office of the General Secretary of the CPV, Nguyen van Linh. In 1991, was appointed vice-president of the CIEM and vice-minister, and president of the CIEM since 1993.

Author of many publications and research studies, recent publications include:

• Socialism and Market- the Evolution in Vietnam, Conference of IEA in Hongkong, 2004. Oxford University Press 2007

• The Development of Market Institutions and Poverty Reduction in Vietnam, in Kennichi Ohno, Alain Johnson, Important Institutions for Sustainable Long-term Growth in Vietnam. ADB, 2005, Hanoi.

• Vietnam’s Services Sector and Process of International Economic Integration, in Vietnam Economic Review, July 2005, Hanoi.

• The Enterprise Law and the Development of the Private Sector in Vietnam. Paper presented to the International Policy Conference on Transitional Economies in Hanoi, 31 May- 1 June 2004.

Born in 1942 in Hanoi, Le Dang Doanh was graduated in German Democratic Republic from the Technical University of Leuna-Merseburg in 1967 and went to Moscow in 1984 for post-graduated studies at the Academy of National Economy.
