
About the Event
AVPN is honoured to host the “Climate Change and Public Health: Addressing Dengue and NTDs” hybrid event in collaboration with AmCham Vietnam HCMC & Danang and other partners.
This hybrid event is designed to convene key stakeholders with the following objectives:
- Sharing from experts on the danger of NTDs and dengue fever and how climate change makes dengue more rampant;
- Learn from examples of solutions to address dengue;
- Identify peers and potential partners for future collaboration opportunities in dengue mitigation and prevention;
Language: English & Vietnamese.
Background
In an era where the intricate interplay of climate change and public health holds paramount importance, this illuminating session aims to dissect the multidimensional challenges and opportunities that ASEAN countries face. The undeniable impacts of climate change on health vulnerabilities have escalated the need for adaptive healthcare systems. According to the World Health Organization, climate change is projected to cause approximately 250,000 additional deaths per year between 2030 and 2050 due to factors like malnutrition, dengue, malaria, diarrhea, and heat stress.
In recent years, dengue has become a greater stress on global public health due to our changing climate. Moreover, financial support across the continuum of capital – from commercial to philanthropic – for dengue control and community-based intervention, remains limited, especially in the ASEAN region.
To shed light on the issue, this session will highlight the dangers of dengue fever and other neglected tropical diseases (NTDs) to society and how climate change has turned them into public health issues. We will screen a mini-documentary titled “Slowing the Spread of Dengue Fever,” which will provide context on dengue fever mitigation and prevention, and how closely related it is to climate change. Furthermore, we will learn about success stories in addressing NTDs, especially dengue, with a focus on the role of vaccines as one of the solutions. Additionally, we will explore funding opportunities for dengue mitigation and prevention solutions.

With 20+ years of experience in the financial sector and the last 10 years in the impact and sustainability sector, Dini is in the effort of growing the social investment ecosystem and fostering cross-sector collaborations from government and social investors to maximise and drive more capital toward impact in Asia, especially Southeast Asia Region. She was also a fellow of two prestigious Obama Fellowship Asia Pacific Leader 2019 and Eisenhower Fellowship Women Leadership 2020 At the current time, Dini is also supporting KADIN (Indonesian Chamber of Commerce and Industry) as Head of The Permanent Committee for Social Enterprise and also part of the ASEAN Business Advisory Council Chairmanship 2023 Committee. |
![]() Head of the Department for Disease Control and Prevention, Pasteur Institute in Ho Chi Minh City Luong Chan Quang, MD, is currently head of Department for Disease Control and Prevention in Pasteur Institute in Ho Chi Minh City. He is a graduate of Medical University of Ho Chi Minh city and has a master degree in epidemiology from the same University. He is responsible for disease surveillance and control, especially in dengue and vector-borne diseases. He started working in Pasteur Institute in Ho Chi Minh City as the expert of National program for Dengue control in Southern Viet Nam. He has been secretary of Steering Committee of National program for Dengue control. He has the experience in setting up the surveillance system, monitoring, evaluation and intervention for Dengue National program in Viet Nam. He also manages Public Health Emergency Operating Center in South Vietnam (PHEOC), a division of Department for Disease Control and Prevention which has a duty of control on emerging disease and endemic disease. |

![]() Vaccine and Immunization Team Lead, PATH Vietnam He is a medical doctor with over 21 years of experience managing national-level programs related to infectious diseases, surveillance systems, and public health interventions. His expertise includes the management of the Expanded Program of Immunization (EPI), infectious diseases epidemiology including dengue fever/dengue hemorrhagic fever, outbreak detection and response, and control and prevention initiatives. During his tenure at the National Institute of Hygiene and Epidemiology (NIHE) and the Department of Planning and Finance, MOH, he worked on both technical and management aspects. At NIHE, he served as a program officer for the National Expanded Program of Immunization (NEPI), supporting surveillance and case investigations for infectious diseases in Vietnam. Additionally, he served as a national secretary of the National Influenza Surveillance Program, focusing on the control and prevention of influenza strains. He also worked as a national secretary for the National Dengue Control and Prevention Program, designing and implementing community-based strategies to reduce dengue-related morbidity and mortality. Currently, he is a Team Lead at PATH, providing support for Vaccine and Immunization projects, including Japanese encephalitis (JE) initiatives, cost-of-illness studies for JE, COVID-19 vaccination deployment and planning, and the transformation of paper-based systems to electronic ones by using the National Immunization Information System (NIIS) under the Gavi project.
