Join us for an insightful seminar on Transit-Oriented Development (TOD) project in Hanoi, hosted by Hanoi Metropolitan Railway Board (MRB), AmCham Vietnam and LNT & Partners.
This event will explore the legal frameworks guiding Transit-Oriented Development (TOD), strategies for mobilizing public private partnership (PPP) and private investment in Mass Rapid Transit (MRT) projects, and innovative funding mechanisms such as Land Value Capture (LVC). Key stakeholders, including the Hanoi Metropolitan Railway Management Board (MRB), legal experts, developers, and financial institutions, will share insights and discuss solutions for the successful execution of TOD projects. Key discussions will include:
The seminar will conclude with a panel discussion led by LNT & Partners, chaired by MRB, on leveraging LVC to sustainably finance MRT projects, featuring insights into successful models from international examples such as Singapore, where TOD and LVC have generated both public and private revenue streams. |

Yee Chung Seck
Partner, Baker & McKenzie (Vietnam) Ltd. Yee Chung Seck leads the Firm’s Mergers & Acquisitions, IT/C, Pharmaceutical and Healthcare Practices in Vietnam. Chambers Global (2014, 2013) and Chamber Asia (from 2010 to 2015) rank him as a leading lawyer in the field of Corporate M&A and TMT in Vietnam. He is a member of the Singapore Bar Association and serves as vice president of the Singapore Business Group. He also serves as AmCham’s IT/C Sub-Committee Co-Chair. Mr. Seck is fluent in English and conversational in Mandarin. Mr. Seck has dealt with a wide range of investment projects and M&A deals, and advised and assisted on corporate, commercial and regulatory compliance matters. This includes foreign direct investment, market access and licensing, private and public M&A, commercial contracts, competition and anti-corruption compliance, data use and privacy, over a diverse range of industries, including e-commerce, IT services, consumer products, food & beverage, cosmetics, healthcare, manufacturing, property, and aviation. |
Lesley Tan
Partner, Wong Partnership LLP Lesley TAN is a Partner in the Energy, Projects & Construction Practice. Her main areas of practice encompass both front-end project advisory work and acting in contentious disputes. Lesley’s experience in front-end project advisory work includes drafting, reviewing and negotiating contracts and tender documents for various mega infrastructure projects such as integrated resorts, petro-chemical plants, airports, a major sports facility, aeronautical engineering facility, offshore supply base and a desalination plant. As part of such review, she has adapted standard forms for use in projects performed locally and overseas, project management and consultancy agreements. She has also been consulted on issues relating to the administration of contracts and risks management, and has advised on the scope of insurance coverage required for compliance purposes, indemnities, bonds and guarantees. Lesley’s practice also includes contentious work where she has advised statutory boards and acted for developers, consultants and contractors at various stages of litigation, arbitration and adjudication proceedings, involving issues such as variations, acceleration, extension of time claims and prolongation claims. Lesley has acted for and advised both employers and contractors in high-value disputes relating to commercial buildings, residential developments, airport terminals and tunnelling works in Singapore and in the Middle East. Separately, she has also represented parties in enforcement proceedings such as garnishee applications, companies’ winding up and performance bonds. Lesley graduated from the National University of Singapore and is admitted to the Singapore Bar. |
Dr. Le Net
Partner, LNT & Partners Le Net is the partner in charge of Singapore office of LNT & Partners. He is also in charge of financial services, infrastructure and arbitration practice group of the firm. In 2019 and early 2020, Net has been leading in a number of signature deals and cases, including: representing PetroVietnam in working with Nghi Son Refinery, acting for a number of subway construction projects in both Hanoi and Ho Chi Minh City, representing lender in a 8-bank syndication deal from China to Vietnam, representing Vingroup in a major M&A transaction, representing major renewable energy companies in wind power and solar power projects, winning an ICC construction arbitration case for Vietnam Expressway Corporation. Net obtained LL.B from Warsaw University in 1996, LL.M from KU Leuven in 1997, Ph.D from London School of Economics in 2004. He co-founded LNT & Partners in 2006. He taught contracts at Ho Chi Minh City University of Law and published widely in Vietnam and abroad. He is also an arbitrator at the Vietnam International Arbitration Centre (VIAC) in which he has chaired or co-arbitrated more than 30 cases and a member of Chartered Institute of Arbitrators (CIArb). |
