Event Description
Vietnam’s energy sector is undergoing significant transformation as electricity demand rises and the government advances reforms to support renewable energy development and market-based power trading. Recent regulatory updates—including new decrees implementing the revised Electricity Law and policies related to Direct Power Purchase Agreements (DPPA), licensing, and renewable energy development—are reshaping the investment and operating environment for energy companies.
At the same time, the implementation of Vietnam’s National Power Development Plan VIII continues to guide the expansion of generation capacity, including solar, wind, LNG, and emerging technologies, while highlighting both opportunities and challenges for investors and large power consumers.

U.S. Deputy Chief of Mission Courtney Beale
Courtney Beale is the Deputy Chief of Mission for the U.S. Mission in the Socialist Republic of Vietnam. A member of the Senior Foreign Service of the U.S. Department of State, she previously served as the Executive Assistant to the Secretary of State, Principal Officer at the U.S. Consulate General in Merida, Mexico, and the Senior Director of the Global Engagement Office and Special Assistant to the President at the National Security Council. Courtney’s other overseas diplomatic assignments include Havana, Cuba; Monterrey, Mexico; Islamabad, Pakistan; Bogota, Colombia; and New Delhi, India. Courtney graduated with a Masters in Public Policy from Princeton University and a Bachelors of Science in Foreign Service from Georgetown University. She speaks Vietnamese, Spanish, Hindi, and Urdu. Courtney is a proud Midwesterner from St. Louis and enjoys triathlons and spending time outdoors with her husband and two sons. |

U.S. Consul General Melissa A. Brown Melissa A. Brown assumed the role of Consul General at the U.S. Consulate General in Ho Chi Minh City, Vietnam, in August 2025. A career member of the Senior Foreign Service, Melissa served as Deputy Assistant Secretary in the Bureau of East Asian and Pacific Affairs at the U.S. Department of State from 2021 to 2024, leading on U.S. policy for Southeast Asia. Previously, she was Chargé d’Affaires, a.i., at the U.S. Mission to the Association of Southeast Asian Nations (ASEAN) in Jakarta, Indonesia, and Counselor for Economic and Political Affairs and Acting Deputy Chief of Mission at U.S. Embassy Singapore. Melissa’s earlier overseas diplomatic assignments include: Jakarta, Indonesia; Port Louis, Mauritius; and Bangkok, Thailand. In Washington, she also served on the Vietnam Desk and was detailed to the Office of the U.S. Trade Representative (USTR). A graduate of Georgetown University, Melissa grew up in New Jersey and Jakarta, Indonesia. She has studied Vietnamese, Indonesian, French, Khmer (Cambodian), and Hungarian. Melissa and her husband have two children. |
Justin Gisz
Partner, Asia Counsel Justin is a lawyer with over 25 years of experience, more than 16 of which have been in Vietnam. Qualified in New South Wales, Australia, and holding a Vietnam Foreign Lawyer’s Practicing Certificate, he has extensive expertise in top-tier private practice and senior in-house roles. His energy practice specializes in M&A transactions, project financing, fundraising, and development, with a particular focus on power generation and renewable energy sectors. Recognized as a leading practitioner in Vietnam, Justin is highly ranked by respected legal guides, including Legal 500, Chambers & Partners, IFLR, and Asialaw. |
Tony Hung
Manager of Supply Chain Sustainability, New Balance Tony Hung is a Manager of Supply Chain Sustainability at New Balance Athletics, Inc., a global athletic company that has global suppliers in over thirty countries including footwear, apparel, and equipment. He holds a Bachelor of Environmental Engineering (B.Eng.), a Master of Business Administration (MBA), and a Doctor of Philosophy (Ph.D.) in Responsible Leadership and Sustainability. With over 20 years of professional experience, Tony has held various leadership and expert roles in Sustainability, Environmental, Social, and Governance (ESG) and circular economy. His career spans across the footwear, textile, and oil & gas industries, working with both brands and multinational manufacturers. Tony has actively engaged with numerous stakeholders and contributed to significant sustainability programs. His leadership-oriented approach centers on sustainability and his focus at New Balance is engaging supplier-focused initiatives and driving responsible leadership on sustainability in the global supply chain. |
Ravi Meka
Country Manager, Murphy Oil Corporation Ravi Meka, Country Manager, is based in Ho Chi Minh City, Vietnam. Ravi is responsible for Murphy’s activities in Vietnam and Brunei. He reports to Luis Costa, Vice President. Ravi joined Murphy in September of 2013 in Houston, Texas and moved to Kuala Lumpur, Malaysia as Business Development Manager for Murphy’s Eastern Hemisphere business in early 2014. Following the sale of Murphy’s Malaysia business, he moved to Houston, Texas in 2021 to continue in a global Business Development role before moving to Vietnam in 2024. Ravi has 27 years of experience in both technical and commercial roles, primarily for international assets, and has worked in the US, Canada, Malaysia, Vietnam, Indonesia and South Africa. Ravi received a Bachelor’s Degree in Petroleum Engineering from Texas A&M University, an MBA from the University of Chicago – Graduate School of Business, and is also a CFA Charterholder. |
Olivier Marquette
President, AES Vietnam, AES Jordan, AES India Olivier Marquette is the President for AES Vietnam, AES Jordan, AES India. Olivier joined the AES group in 2006 in the North America Business Development team. He contributed to various early-stage projects in financial modeling, contract negotiation, permitting. In 2008, he transferred to AES Singapore office as Director, Business Development, and led development in Indonesia. In 2011, he joined AES Tiete S.A. as Vice-President of Business Development, in charge of the execution of AES Tiete’s growth strategy based on natural gas and renewable generation. In 2013, he joined AES Dominicana to lead the development of growth projects leveraging AES existing platform. In 2015, he became President of AES Bulgaria, in charge of the financial performance of the business, which portfolio of assets included the AES Galabovo 690MW coal-fired power plant and 156MW Saint-Nikola wind farm. In 2023, he expanded his scope of responsibilities and became also President of AES India, AES Jordan. In 2025, he was appointed President of AES Vietnam. Prior to joining AES, Olivier held various positions at Electricite de France, first in Research and Development, then in Operations. Olivier was Operations Manager at a 500MW coal-fired power plant in Paris suburb, and was later promoted to the position of Plant Manager at the Saltillo 250MW combined cycle plant in Mexico. Olivier was president of Amcham Bulgaria Board of Directors from January 2019 until June 2025, and has been co-chairman of the National Energy Chamber from March 2016 until October 2024. Olivier holds an Engineer Degree from Ecole des Mines de Paris, France, a Master of Science Degree in Mechanical Engineering from Texas A&M University, and a Master of Business Administration Degree with Distinction from Harvard Business School. |
Keun Wei Loo
Managing Director, First Solar Vietnam Keun Wei Loo is the Managing Director of First Solar Vietnam, where he oversees two solar module manufacturing factories in HCMC. Over his 16 years with First Solar, he has led manufacturing and engineering teams across Vietnam and Malaysia, supported U.S. factory startups, and helped strengthen regional solar supply chains by scaling and replicating advanced manufacturing capabilities. Prior to joining First Solar, he spent 16 years at Intel as a Product and Yield Engineering Manager, working across the Arizona and Penang sites and supporting factory startup activities in Costa Rica. |
Thomas Jakobsen
Managing Director, Indochina Energy Partners Thomas has 20 years of experience in Indochina, especially on renewable energies. He is the Managing Director of Indochina Energy Partners (IEP), specializing in direct investments and advisory services in the renewable energy sector. IEP provides roof-top solar installation, maintenance, and financing solutions for commercial and industrial factory owners. The company is currently developing roof-top solar, large-scale direct purchase power agreement (DPPA) in wind and solar, as well as Battery Energy Storage System totaling up to 450MW in collaboration with its financing partners. |
