About the Speaker: Lawrence Spinelli

Lawrence Spinelli - OPIC Dr. Spinelli had directed OPIC’s public affairs programs since 1998. In that capacity he was responsible for all public diplomacy and outreach activities. He spearheaded several OPIC initiatives, including the agency’s Partners Program, which is a collaboration with organizations throughout the United States; a series of nationwide workshops for minority and women-owned businesses; and OPIC’s international investment conferences, held annually since 2003. Dr. Spinelli also served as OPIC’s Director of Small Business from 1998 until 2002.

Prior to joining OPIC, Dr. Spinelli served as Vice President for Corporate Communications at the National Alliance of Business. He spent over a decade on Capitol Hill as a policy adviser and communications director for three members of Congress, including then-Senator Joseph R. Biden, Jr. He was an Assistant Professor of Political Science at Drew University, where he directed off-campus programs in Washington and London, and was a Professorial Lecturer at American University. OPIC’s mission is to mobilize and facilitate the participation of United States private capital and skills in the economic and social development of less developed countries and areas, as well as countries in transition from Non-Market to Market economies.

Political Risk Insurance
Political risk insurance is available to U.S. investors, contractors, exporters and financial institutions involved in international transactions. Political risk insurance can cover currency inconvertibility, expropriation and political violence, and is available for investments in new ventures, expansions of existing enterprises, privatizations and acquisitions with positive developmental benefits.

Financing
OPIC Financing provides medium- to long-term funding through direct loans and loan guaranties to eligible investment projects in developing countries and emerging markets. By complementing the private sector, OPIC can provide financing in countries where conventional financial institutions often are reluctant or unable to lend on such a basis.

OPIC’s Small and Medium-Enterprise Financing is available for businesses with annual revenues under $ 250 million.

OPIC’s Structured Financing focuses on U.S. businesses with annual revenues over $ 250 million and supports large-scale projects that require large amounts of capital, such as infrastructure, telecommunications, power, water, housing, airports, hotels, high-tech, financial services, and natural resource extraction industries. OPIC can also provide long-term working capital and multiple-year capital expenditure programs. The amount of capital needed for any project can be greater than one financial institution can provide on its own due to per-project limits or diversifications guidelines. As a result, OPIC works with other co-lenders, if necessary, to bring sufficient resources to a given project.

Investment Funds
In response to the critical shortfall of private equity capital in developing countries, OPIC provides support for the creation of privately-owned and managed investment funds. These funds make direct equity and equity-related investments in new, expanding or privatizing emerging market companies. OPIC- supported funds assist emerging market economies to secure long-term growth capital, access management skills, and secure the financial expertise, all of which are key factors in expanding economic development.

OPIC-supported funds are among the largest providers of private equity capital to emerging markets. Since 1991, OPIC has committed (as of FY 2008) nearly $3.2 billion in funding to over 40 private equity funds. These funds in turn have invested $4.2 billion in more than 400 privately-owned and managed companies, the vast majority of which are small and medium-sized entities located across 53 developing countries in emerging-market regions eligible for OPIC support. The beneficial impact of OPIC’s credit support of funds that invest in companies is significantly greater than the amount of capital that OPIC contributes directly to the funds: private equity direct investment creates a multiplier effect as new capital attracts additional investment and financing in companies.
