Request for Comment re proposed Trans-Pacific Partnership Free Trade Agreement The United States intends to initiate negotiations on a Trans-Pacific Partnership free trade agreement with Singapore, Chile, New Zealand, Brunei Darussalam, Australia, Peru and Vietnam. The interagency Trade Policy Staff Committee (TPSC) will convene a public hearing and seek public comment to assist the United States Trade Representative (USTR) in amplifying and clarifying negotiating objectives for the proposed agreements and to provide advice on how specific goods and services and other matters should be treated under the proposed agreement.

Pittsburgh Regional Alliance to Visit Vietnam The Regional Alliance, which works to attract new companies to the region, is sponsoring the mission. It has planned stops in the Vietnamese capital of Ha Noi, at Ho Chi Minh City, formerly Saigon, and Da Nang, which last year established a “sister” city relationship with Pittsburgh.

Vietnam wants to open market to private telecom providers The reason for this rethinking of policy is that local private companies may not be interested in this market because of the high capital expenditure and lower rates of return compared with other service-based businesses.

Tue, Sep 25: Special Lunch. Apparel Import Monitoring Program – Asst Secretary David Spooner The U.S. established a program to monitor U.S. imports of textile and apparel goods from Vietnam, in return for support of legislation approving Vietnam’s WTO accession and PNTR with the United States, and to review every six months as to whether there is sufficient evidence to initiate an antidumping investigation. The first six months of import data are now available and the biannual review is underway. U.S. imports of apparel from Vietnam have increased by 25% and are likely to reach US$ 4.25 billion in 2007.

Tue, Sep 25: Meeting to discuss Decree on FDI Payment of Trade Union Fee – Hanoi The intention of the Decision is that from 2008 the FDIs will have to pay the Trade Union fee at the rate of 1% of the enterprise total salary scheme. ASEAN at 40: Mid-Life Rejuvenatin? No other organization can challenge its role as the hub of regional multilateral diplomacy. ASEAN is waking up to its institutional deficiencies and trying to chart a new direction. Tommy Koh, a member of the intergovernmental committee drafting the ASEAN Charter, recently declared that “ASEAN is indeed reinventing itself.” He said, “The European Union is an inspiration, but not a model.”

Volker Report on World Bank anti-corruption effort “For much of the Bank’s history, the impact of corruption on development generally, and on the Bank’s lending operations in particular, was not faced squarely. . . . U.S. Commerce Department import monitoring program for textiles and apparel from Vietnam The first full six months of import data are now available and the biannual review is underway as of 14 Sep 2007. The review may take several weeks to complete. Total textile and apparel imports from Vietnam Jan-Jul were US$ 2.4 billion, up 25% over the same period last year. If present trends continue, U.S. imports of textiles and apparel from Vietnam in 2007 are likely to reach US$ 4.25 billion, a substantial increase over the US$ 3.4 billion in 2006.

“The Nigerian Letter” and “The Spanish Prisoner” – Advance Fee Frauds and Scams
Variations on a 16th Century scam are updated with email in the 21st Century. One common scam is the “advance fee fraud”—an offer from a relative of a “high level political or business leader,” who has “millions of dollars” in hiding, but needs your help to transfer the money. You (the target) are offered a percent of the total. Weekly Update 2006-10-16 Vietnam a WTO Member in December

WTO agreement Oct 13; Working Party Approval Oct 26; General Council, Nov 7; accession in Dec.
On Oct 13, negotiations concluded successfully on Vietnam’s WTO accession. The WTO Working Group on Vietnam’s accession will circulate a draft Report for formal approval at its Oct 26 meeting. Next, the WTO General Council will meet on Nov 7 to approve. Then, Vietnam will become a member 30 days after it has ratified the package and informed the WTO that it has done so.

According to a USTR Fact Sheet, “the U.S.-Vietnam Textile Agreement will expire on the date of Vietnam’s accession to the WTO and quotas under the Agreement will be removed as of that date.”

U.S. apparel importers, retailers oppose Sep 28 USTR/Commerce letter, and may oppose PNTR
U.S. apparel imports from Vietnam account for about one-half of U.S. total imports from Vietnam ($2.9 billion of $6.6 billion in 2005). On Oct 11, a group of U.S. trade associations, apparel importers, and retailers asked that the Bush Administration rescind the commitment in a Sep 28 letter from USTR Schwab and Commerce Secretary Gutierrez to Senators Dole and Graham. They are considering asking a senator to place a hold on the PNTR legislation to prevent approval, if they do not receive written clarification from the administration.

Weekly Update 2006-09-11: PNTR vote expected before President’s visit

PNTR and WTO Accession
U.S. House of Representatives Majority Leader John Boehner said that the House vote on PNTR was expected before the President’s trip to Vietnam. However, the vote might be the week after the November 7 congressional elections. Although approval of PNTR is widely expected, U.S. domestic politics, timing and opposition pose obstacles and create delays.

PNTR and WTO Accession – will be influenced by U.S. General Elections on Nov 7

Congress returns from its August “District Work Period” this week for a one month session before the October 6 target adjournment to prepare for the November 7 U.S. general elections. After a year of political turmoil, Republicans enter the fall campaign with their control of the House in serious jeopardy, and the possibility of major losses in the Senate. Two independent political analysts have forecast a narrow Democratic takeover of the House of Representatives, if current political conditions persist. In Geneva, additional informal meetings are planned and formal WTO Working Party talks to resolve remaining issues from the WTO Working Party talks starting July 19. The remaining issues not yet agreed in the multilateral report include labor standards, textiles and apparel, trading rights (importing into Vietnam), and the excise duty on spirits and beers. These September meetings are necessary to prepare for accession by the WTO General Council meeting October 10-11, or December 20-21.

In Geneva, there is no schedule yet for the additional informal meetings planned and formal WTO Working Party talks to resolve remaining issues from theWTO Working Party talks starting July 19. The remaining issues not yet agreed in the multilateral report include labor standards, textiles and apparel, trading rights (importing into Vietnam), and the excise duty on spirits and beers. These September meetings are necessary to prepare for accession by the WTO General Council Meeting Oct 10-11.

Increased Efforts to Combat High Level Corruption

World leaders are increasingly attacking corruption by senior government officials. The G8 Leaders agreed to fight high level corruption in a joint statement on July 16. President Bush outlined the U.S. stragegy internanationalize efforts against kleptocracy on August 10. The World Bank/IMF meeting in Singapore September 19-20 is expected to develop a coordinated and comprehensive anticorruption strategy. Read more … .
