Petrovietnam bids for ConocoPhillips’ Vietnam assets

HANOI, Oct 31, 2011 (Reuters) – State oil and gas group Petrovietnam has bid for $ 1.5 billion of ConocoPhillips oil assets in the South China Sea, a senior Petrovietnam official said, its first formal move for the stakes in the disputed waters.

The Hanoi-based group plans to do its utmost to acquire the assets, Nguyen Tien Dung, Petrovietnam’s Deputy Chief Executive Officer, told Reuters on Monday.

“The investment is in our country, so we are determined, with our largest possible efforts, to buy,” Dung said.

An Analysis of State-owned Enterprises and State Capitalism in China, 2011

Washington, D.C. Oct 26, 2011. The U.S.-China Economic and Security Review Commission released a new report, “An Analysis of State-owned Enterprises and State Capitalism in China.”

China’s breathtaking economic growth, has often led observers to assume that the country’s economic system has been transformed into a capitalist economy dominated by private enterprise. Although China’s reliance on private enterprise and market-based incentives has been growing, and the CCP’s treatment of private enterprises and entrepreneurs has been changing, it would be a mistake to minimize the current role of the State and the CCP in shaping economic outcomes in China and beyond. The Chinese government and state-owned enterprises (SOEs) remain potent economic forces. Indeed, some of China’s SOEs are among the largest firms in China and the world. They are major investors in foreign countries. They have been involved in some of the largest initial public offerings in recent years and remain the controlling owners of many major firms listed on Chinese and foreign stock exchanges.

Previous reports and analyses by academics and policy experts have estimated that Chinese SOEs, and other state-affiliated enterprises, hold a lower share of China’s non-agricultural GDP than that estimated in this report, which provides a comprehensive analysis of that country’s control and influence over its economic enterprises. This report tracks testimony heard by the Commission that China’s privatization reforms have, in some cases, reversed and that the state sector is strengthening.

Truong Tan Sang elected State President of Vietnam

HANOI, Jul 26, 2011. Truong Tan Sang was elected Vietnam’s State President of the 2011-2016 tenure at the 13th National Assembly’s sitting on Monday afternoon with a vote of 97.4%.

Sang was born in 1949 in My Hanh Commune, Duc Hoa District in the Mekong Delta’s Long An Province. He has a bachelor degree in law.

In 1991, he was elected member of the Party’s Central Committee for the seventh Congress and served in this post for five consecutive tenures. He was member of the Politburo in four consecutive terms of the 8th, 9th, 10th and 11th congresses.

13th National Assembly’s first session, Jul 21 – Aug 3, will focus on personnel

Jul 14, 2011. The first session of the 13th National Assembly will open on July 21 and close on August 6, focusing on the legislative body’s organisation and personnel work.

This information was released during a meeting chaired by Party General Secretary and NA Chairman Nguyen Phu Trong in Hanoi on July 14 on preparations for the session.

According to head of the NA Office Tran Dinh Dan, during the session, the NA will elect its Chairperson and Vice Chairpersons of the NA, and members of its Standing Committee, the State President and Vice State President, the Prime Minister, the Chief Judge of the Supreme People’s Court, and the Head of the Supreme People’s Procuracy, as well as approve government members.
