Event Background

Efficient and timely customs operations for both imports and exports are essential for FDI factories in Vietnam. Bilateral trade between Vietnam and the U.S. will reach $24.5 billion this year, and could reach nearly $50 billion by 2020, if present trends continue. Since the U.S. accounts for about 25% of Vietnam’s exports, the Customs Deputy Director General proposed a “regular, formal dialogue,” to discuss challenges and recommendations about how to improve customs and logistics in Vietnam.

“Lost Time” is a trade barrier. Delays plus excessive paperwork, inconsistency across ports, have all cost our members money. Overcoming these obstacles and facilitating trade through cooperation with Customs has long been one of our goals. It is our hope that the talk of partnerships will quickly translate into more action, and less costs, at the border.

So, following up on the May 2012 Special Briefing on Intel’s eCustoms System, and the Sep 19-20 Training Workshop on New Customs Procedures , the General Department of Customs has agreed to participate in this “AmCham Special Dialogue Meeting.”

Please join this special dialogue to get updates and clarification of changes in Vietnam Customs Law and Procedures, and discuss first-hand with the senior Vietnam’s National Customs Officials relevant issues, future plans, and to express your experiences with Customs.

Main topics to be discussed:
1. “Declaration of serving customers” – Implementation status and feedbacks from businesses.
2. eCustoms, “Vietnam Single Window,” and “ASEAN Single Window;”
3. Customs procedure updates and reforms in 2012 and prospects for 2013 – 2015, so that AmCham companies can be aware and prepare for the changes;
4. Answers to written questions submitted in advance and on the spot;
