U.S. imports of apparel from Vietnam continue to surge: up 30% over 2006 and are expected to reach $4.4 billion this year, more than 40% of Vietnam’s total exports to the U.S. of $10.5 billion. Major constraints on Vietnam’s apparel exports to the U.S. are not market access, but infrastructure shortages (lack of deepwater ports) and growing labor problems (shortages of workers, sharply increasing labor costs, and illegal strikes).

Concerns re WTO Commitment on Trading Rights and Distribution Rights Vietnam confirmed in the WTO Working Party Report that ” … from the date of accession, all foreign firms and individuals (including foreign-invested firms) would be able to engage in importation and exportation of producs … and, … would be permitted to sell or otherwise provide the imported product(s) to … firms in Viet Nam that have the right to distribute such product in Viet Nam.”

AmCham Statement at Vietnam Business Forum highlighted the “success story” in apparel trade. At the same time, there are concerns about Vietnam’s “infrastructure gap” not keeping pace with increased FDI and “implementation gap” not keeping pace with Vietnam’s BTA/WTO commitments.
