Request for Comment: Review to consider Vietnam as a Beneficiary Developing Country under the GSP A Federal Register Notice dated June 20, 2008 announced a U.S. Government review to consider designating the Socialist Republic of Vietnam as a beneficiary developing country (BDC) for purposes of the Generalized System of Preferences (GSP) program, and solicited public comments on whether Vietnam meets certain eligibility criteria for such designation. Comments are due by Monday, August 4, 2008, and must be submitted in accordance with the requirements set out in the notice.
U.S. West Coast Ports Longshore contract expired July 1, but cargo continues to move The contract covers about 20,000 unionized workers at the ports of Los Angeles and Long Beach. PMA and ILWU officials said they hope to avoid a repeat of the bitter 2002 labor dispute that eventually led to a 10-day shutdown of the ports, with economic losses estimated at about $ 15 billion, that ended only when President Bush intervened. The twin ports of Los Angeles and Long Beach, the third-largest port complex in the world, handle about 40 percent of U.S. shipped cargo.

It is clear that WB and ADB, with their influence and prestige, want to create a way for Vietnam to explain to international investors about its current situation, which has been distorted by many international financial institutions.
With GSP, Vietnamese goods will go direct to US, not via transshipments Currently, a lot of Vietnamese commodities have to enter the US through third countries due to the high tax if shipped directly from Vietnam. As Vietnamese commodities go through third countries, they cannot bear the original names, and are not considered Vietnamese products. This is happening with blue dragon fruit and Phu Quoc fish sauce. By transshipment through countries with GSP, they have lower import tax.
Beware corrupt payments abroad A company with operations abroad looking for some excitement can likely find it by avoiding affirmative management of its risks arising from the potential that corrupt payments are made in its foreign operations. The risks are much greater than even serious financial penalties: major loss of revenue; trashing of corporate reputations; good deals going south through discovery, after-the-fact, of corrupt payment schemes in acquisitions and joint ventures; and individuals losing their jobs—and their liberty—are all features of the fallout from enforcement cases.

Further, IBM and Vietnam National University in Ho Chi Minh City today signed a Memorandum Of Understanding about SSME education and IT Service Curriculum (ITSC) for students and information technology (IT) professionals.
