Workshop on Post-WTO Entry Transition Period for Apparel, Fri, Dec 1
WTO Accession and PNTR approval in 2006. Elimination of quotas on apparel exports to the USA in 2007. This “workshop” will discuss key issues involving apparel trade over the next six months. Quotas, Taxes, Subsidies, Anti-dumping Risks, Labor Productivity – these will either support or constrain U.S. imports of apparel from Vietnam, which accounted for nearly half the total U.S. imports from Vietnam. Issues Updates and AmCham – related News

President Bush received a warm welcome in Hanoi and HCM City
In addition to the APEC Leaders Meeting, he met with President Triet and Prime Minister Nguyen Tan Dung, and had bilateral meetings with other APEC Leaders. Secretary of State Rice’s remarks at the APEC CEO summit emphasized that the “United States views APEC as the premier multilateral organization in the Asia-Pacific region,” and will help strengthen APEC as an institution.

Washington – PNTR Legislation. Perhaps indicating things to come in the new Congress beginning in January 2007, more than half of the Democrats in the U.S. House of Representatives voted against PNTR (90 yes – 94 no), while two-thirds of the Republicans voted for it (138 yes – 66 no). As a result, the Nov 13 vote failed to obtain the required two-thirds majority under the “suspension of the rules” procedure for “non-controversial legislation.” The bill will be rescheduled for a vote in December under regular procedures requiring only a “simple majority.” Similarly, the Senate will vote on the measure in December, after the House vote. Geneva – WTO Accession. On Nov 7, the WTO General Council approved Vietnam’s membership agreement. Vietnam now has to ratify the agreement, and it will become a member 30 days after it has informed the WTO that it has ratified.
