President Sang's Visit, Joint Statement: "Comprehensive Partnership," TPP to be concluded in 2013

U.S.-Vietnam Comprehensive Partnership to provide an overarching framework for advancing the relationship., and to contribute to peace, stability, cooperation, and prosperity in each country, in the region, and in the world. Commitment to conclude a comprehensive, high-standard Trans-Pacific Partnership (TPP) agreement as soon as possible this year. Comprehensive Partnership will create mechanisms for cooperation in areas including political and diplomatic relations, trade and economic ties, science and technology, education and training, environment and health, war legacy issues, defense and security, protection and promotion of human rights, and culture, sports, and tourism.
 
Vietnam M&A Forum is the biggest annual event on Mergers and Acquisitions, strategic investment and business alliance in Vietnam. Co-organized by Vietnam Investment Review and AVM Vietnam, with the patronage of the Ministry of Planning and Investment, and the attendance of 500 Vietnamese and foreigners. The main theme of The Forum 2013 is: "Capturing opportunities in a $5-billion market."

"We've discussed the TPP, and we're committed to the ambitious goal of completing this agreement before the end of the year; the need for continued efforts to resolve peacefully maritime issues that have surfaced in the South China Sea and other parts of the Asia Pacific region; the issues of human rights; the efforts that have been made to deal with war legacy issues. Finally, we agreed that one of the great sources of strength between our two countries is the Vietnamese American population that is here but obviously has continued strong ties to Vietnam."

U.S. Trade Representative Michael Froman met with President Truong Tan Sang and Minister of Industry and Trade Vu Huy Hoang to discuss the Trans-Pacific Partnership (TPP) negotiations. They reaffirmed the objective of concluding the Trans-Pacific Partnership (TPP) this year. All welcomed the significant progress being made during the round of TPP negotiations in Malaysia this week, and agreed to direct their negotiators to intensify engagement on a range of market access and rules issues with a view to resolving outstanding matters as quickly as possible.
 
Officials achieved further strong progress at the 18th round of Trans-Pacific Partnership (TPP) negotiations, which ended Jul 25, keeping their eyes fixed on the goal of concluding a high-standard, comprehensive agreement this year, while welcoming Japan's entry into the negotiations. The negotiating groups covering market access, rules of origin, technical barriers to trade, investment, financial services, e-commerce, and transparency reached agreement on a wide range of technical issues in the legal texts of these chapters. They also found common ground and made progress in intellectual property, competition, and environment. Each group developed a detailed plan for closing remaining issues and completing their work. The 19th round will be held in Brunei, Aug 20-30.
 
Southeast Asia's economic growth was generally solid in the first quarter of 2013. The Philippines achieved stronger-than-expected GDP growth of 7.8% year on year, as domestic demand was buoyed by accelerated public and private investment and stable remittance inflows. Indonesia's domestic demand continues to be strong, driven by private consumption and both private and public investment, with GDP growing by 6.0% year on year. Thailand's economic growth moderated to 5.3% year on year in the first quarter, coming off a rapid 2012 pace that largely reflected recovery from floods in 2011. Malaysia's economic growth slowed on weaker external demand and moderating domestic demand.  Vietnam ...  

 

 
"It's evident from the size of our economic relationship that we have strong common economic interests. Because of that, we decided together that Vietnam would make a good partner in the Trans-Pacific Partnership (TPP). We have a lot of common interests in the Region, particularly in the South China Sea. We want to work together to maintain stability there, we want to work with Vietnam as an ASEAN partner, and we want to work together with China on these issues and encouraging them to resolve these issues diplomatically."
 
The new law requires regular dialogue on topics related to the basic rights of employees such as the right to be offered information, the right to voice their own opinions, and the right to watch and inspect a company's operations. One notable point was the Ministry has actively had the new Labour Code translated into an official English version so that it could be well understood by FDI enterprises. 
 

Macroeconomic stability, without broad structural reforms, has not been sufficient to lift the economy from its long spell of slow growth, two percentage points below other emerging EAP competitors (chart). Policymakers have been consumed in recent years with trying to stabilize the economy, with the hope that growth will automatically resume. But even as the economy has stabilized, growth has been below 7% for the sixth consecutive year, with the economy expected to grow in 2013 at its second slowest pace since the early-1990s. Efforts to stimulate the economy have faced diminishing returns, while raising fiscal deficits and creating new contingent liabilities. Without accelerating structural reforms, especially in the banking and SOE sectors, Vietnam faces the risk of a prolonged period of slow growth.
