Decree No. 08/1998/ND-CP
Promulgating Regulations on the Establishment of Foreign Business Associations, Jan. 22, 1998. (Vietnamese, pdf file)
(informal English translation, pdf file)
The American Chamber of Commerce in Vietnam (AmCham Vietnam) was informally re-established in Ho Chi Minh City on March 4, 1994 by representatives of the American business community, approximately one month after U.S. President Clinton announced the lifting of the U.S. trade embargo on Vietnam on February 3, 1994.
On January 22, 1998, the Government issued Decree No. 08/1998/ND-CP, which promulgated regulations on the establishment of foreign business associations in Vietnam.
On September 19, 1998, following an application submitted by the Board of Governors, the People’s Committee of Ho Chi Minh City officially recognized AmCham Vietnam through the issuance of License No. 02/GP/HHND/HCM. The license established AmCham Vietnam as a foreign business association located at the New World Hotel in Ho Chi Minh City and has been extended multiple times, most recently through September 19, 2027.
AmCham Vietnam established a branch in Hanoi in 2001 and a branch in Da Nang in 2020 under its previous Charter. On February 24, 2026, AmCham Vietnam submitted a new Charter to the Ho Chi Minh City Department of Industry and Trade (HCMC DOIT) to unify the chapters into a single national chamber. This represents an important milestone in the organization’s more than 30-year history in Vietnam.
The United States Patent & Trademark Office issued a Certificate of Registration for the AmCham Logo to the American Chamber of Commerce in Vietnam on October 7, 2008.
