Introduction
The Tax and Customs Committee represents the views and voice of AmCham member companies on tax-related issues. It strives to contribute regularly to the tax-related topics with its members´ expertise, mainly by commenting on new legislation, analyzing tax issues and providing recommendations through position papers. It’s a new Committee and consists of tax practitioners from businesses, large professional services firms, tax lawyers and tax specialists from industry.

Vo Hiep Van An, Partner, Tax Advisory Services, Deloitte Vietnam An is a Tax Partner of Deloitte Vietnam, based in Ho Chi Minh City. An has 16 years of intensive experience in business and tax consultancy where she has been advising a number of multinational companies with their investments in Vietnam. Her strength is in tax advisory, compliance, tax audits, and M&A due diligences and structuring for both multinational and Vietnam companies in many sectors, including trading, manufacturing, renewable energy, financial services, food and beverage, technology, e-commerce, and real estate. An is also experienced in working with Vietnamese tax officers and other government agencies in Vietnam. Prior to practicing as a tax consultant, she has two years experience as an auditor. An is a frequent speaker at seminars and training in relation tax and tax accounting for many corporations and business / professional associations in Vietnam (CFO Club, VCCI, etc.). She also delivered presentation on tax related topics at workshops held by management boards of various industrial zones located throughout South Vietnam. |

Thanh Vinh Nguyen, Partner, Baker McKenzie Ho Chi Minh City Office Thanh Vinh Nguyen is a Partner in the Baker McKenzie Ho Chi Minh City office, where he leads the Tax and Customs practice group in Vietnam. Mr. Nguyen’s practice areas include tax and customs, trade and general commercial matters. Prior to joining Baker McKenzie’s Ho Chi Minh City office in 2004, Mr. Nguyen practiced tax advisory work for two international accounting firms for eight years and worked in the compliance function of an international insurance company. An expert in tax planning and law, Mr. Nguyen has assisted clients with advice and structuring work as well as contentious appeals with the tax authorities. Mr. Nguyen is an award winning practitioner, recently recognized by the International Tax Review in the categories of: Indirect Tax Leader (2017) and Tax Controversy Leader (2017) as well as being ranked as a Leading Lawyer for Taxation in Legal 500 Asia Pacific (2017). He has written a number of articles on Vietnamese tax issues and is co-author of the tax management portfolio Business Operations in Vietnam, published by Bloomberg BNA. Recently, Mr. Nguyen co-authored the Vietnam chapter of Inward Investment and International Taxation Review – 8th Edition. Mr. Nguyen holds a Bachelor of Arts degree in English from the University of Ho Chi Minh City and an LL.B from the University of Law of Ho Chi Minh City. |
Bob Fletcher
Director | Customs & Global Trade, Tax & Business Advisory Services, Deloitte Vietnam With 35+ years in customs and trade consultancy, Bob is one of Deloitte’s most experienced global trade advisory specialists. Bob currently leads the European Services Group in Vietnam. Prior to joining Deloitte Vietnam, Bob was the leader of Deloitte’s Asia Pacific and Southeast Asia Global Trade Advisory practice. Bob has assisted many MNCs, across all key business sector, structure their contractual and supply chain arrangements to take advantage of available trade facilitation arrangements, and to be customs duty/VAT efficient. Bob has supported companies to successfully navigate customs audits and disputes. Bob is a frequent speaker on various trending customs and trade topics and has provided technical and interpretative guidance to various Customs authorities in the SEA and AP region – including Vietnam. Bob is a member of the Eurocham Transportation & Logistics Industry Sector Committee, BritCham Tax & Customs Working Group, German Business Association and Vietnam Business Forum Tax & Customs Working Group. Bob is recognized as a Vietnam Indirect Tax Leader 2018-2022 by International Tax Review. |
Board Liaison
Ace Wilson, Chief Financial Officer, Intel Products Vietnam Ace Wilson is the Chief Financial Officer (CFO) for Intel Products Vietnam (IPV). As the Vietnam Site CFO, Ace is responsible for all financial functions for IPV, including operations finance, risk management and ensuring regulatory compliance across Tax, Trade and financial reporting. Ace has been a finance professional with Intel Corp for 16 years. Prior to his current role, he has held roles supporting Technology Development, Assembly Test Manufacturing, Global Supply Chain, Strategic Capacity Planning, Fab Sort Manufacturing, the Internet of Things Business Unit, and Sales and Marketing throughout his Intel career. Prior to joining Intel, Ace was a Mechanical Engineer for Northrop Grumman Corporation and a Consultant with Deloitte. Ace holds a bachelor’s degree in Mechanical Engineering from the San Jose State University and a Master of Business Administration (MBA) degree from Santa Clara University. |
