Event Description
Embark on a transformative journey into the realm of data protection and cybersecurity with our Illuminate Series Deep Dive, centered around the pivotal Decree 13/2023/ND-CP. On 17 April 2023, the Government issued Decree 13, marking a significant milestone in fortifying the legal framework governing cyberspace.
Decree 13, which took effect on July 1, 2023, imposes detailed obligations regarding personal data processing activities, building upon the foundation laid by previous legislation, such as the Law on Cybersecurity and its implementing decrees.
This four-hour session is meticulously crafted to equip participants with the knowledge and tools necessary to navigate the complexities of Decree 13.
Our key objectives for the session are:

Nicky is a Chartered Accountant, a designation earned through her rigorous training obtained as an auditor at Ernst & Young NZ, where she also served as an Audit and Business Risk Consultant. Her time at Ernst & Young equipped her with valuable insights into auditing practices and business risk assessment, laying the foundation for her successful career in finance. Nicky has led process improvement and policy enhancement across diverse industries, emphasizing operational optimization and data protection, and privacy. With expertise in implementing robust policies and procedures, she effectively manages risk, enhances operational efficiencies, and safeguards sensitive information. Additionally, she optimized software platforms to maximize efficiency and accuracy, reinforcing her commitment to continuous improvement. In addition to her financial prowess, Nicky has demonstrated a commitment to data protection and privacy compliance during her tenure at Saigon South International School. There, she implemented robust data protection policies and procedures to safeguard sensitive information and ensure compliance with Vietnamese legislation. Outside of professional pursuits, Nicky has a keen interest in fitness and well-being, is an assistant swim coach at SSIS, and is enjoying the culture and food of Vietnam. |
![]() Data Compliance Coordinator, Vietnam Cognita schools Hang Lam has been working in the legal profession since her graduation from Ho Chi Minh University of Law. Holding an International Business Law LLM. (Tilburg University), she has a good understanding of EU laws such as Competition laws and EU GDPR. The educational background and working experiences have served Hang Lam well in making sense of an evolving legal landscape in the 4.0 digital era, Vietnam and around the world, in preparing Vietnam Cognita schools for complying with relevant legislations, and in ensuring that personal data of all stakeholders at school is safeguarded. Joining the education sector when Vietnam has just promulgated Decree 13/2023/ND-CP on Personal Data Protection in 2023, Hang Lam is familiar with the trial and error method when working out solutions to adapt schools to the new regulation. Being an enthusiast in compliance, she is a firm believer in sound and reasonable compliance programmes – a key to successful compliance practices in an organisation. |
![]() Head of School, Saigon South International School Chair, Saigon International School Network Catriona Moran is an Irish national with over 35 years of experience in education and leadership, 30 years of which have been in international schools in Japan, Taiwan, and now Vietnam. She currently serves as Head of School at Saigon South International School, HCMC. Catriona holds a Master’s Degree in Educational Leadership from the University of Queensland and a Doctorate in Educational Leadership from the University of San Diego in the U.S. Catriona has served as a school administrator in Asia for over two decades. In 2013, she was named the “National Distinguished Principal of the Year” by the National Association of Elementary Principals and the U.S. State Department for her work at Taipei American School. She serves as Vice President of the EARCOS Board of Directors and is a member of the Association for the Advancement of International Education (AAIE) Board of Trustees. She is the Chair of the Saigon International Network of Schools in HCMC and Vice Chair of Am Cham Education & Training Committee. Her areas of expertise include school improvement, leadership, governance, staff professional development, assessment, program and policy development, staff recruitment, development, retention, and child protection and safeguarding. |
![]() Head of School, International School Ho Chi Minh City Co-Chair, AmCham Education and Training Committee Kim Green is currently the Head of School at International School Ho Chi Minh City, Vietnam and is the AmCham Education and Training Committee Co-Chair. As a leader of three programme IB World schools, she is committed to creating strong connections across the learning continuum through impactful leadership, a strong curriculum that leads to mastery, and mindful practices that place wellbeing first. Kim is passionate about building authentic frameworks for professional learning and leadership development and removing linear roles and responsibilities in education. She believes that leadership networks that synergistically deploy agile methodologies and courageously take risks to impact well-being and learning outcomes positively ultimately unlock human potential and collective intelligence, enabling innovation to be embedded into the fabric of the school community. Internationally Kim has held the role of Head of School, Director, Head of Secondary /Secondary Principal and MYP Coordinator in four different IB World Schools (Laos, Bangladesh, Qatar and Vietnam). Kim has twenty-five years of teaching and leadership experience, including working with New Zealand, Nevada- USA, and the International Baccalaureate (IB) curriculum. Kim has a background in teaching Theory of Knowledge and Humanities and is an active member of the International Baccalaureate Educators Network as a Lead Educator for the Middle Years Programme. Kim holds a Master’s in Educational Leadership (UK), Bachelor’s Degrees in both Education and Social Science (NZ), and a Diploma in both Teaching (NZ) and Management (Aust.) and is currently a Doctoral Candidate in Social Science – Organisational Behaviour. She is an Independent Concept-Based Curriculum and Instruction Consultant endorsed by Lynn Erikson and Lois Lanning and a Cognitive Coach. In 2014 she published ‘Re-thinking Leadership Development in Schools, ’ a book that presents an innovative and effective framework for school leadership development. Kim also enjoys promoting well-being as a DoTerra Wellness Advocate and Consultant. |
