Office of International Affairs, U.S. Customs and Border Protection

Debbie W. Seguin is the Assistant Commissioner for the U.S. Customs and Border Protection (CBP) Office of International Affairs (INA). As the INA Assistant Commissioner, Ms. Seguin is responsible for coordinating CBP’s multi-lateral initiatives with international partners, providing capacity building training to foreign counterparts in coordination with CBP’s operational offices, and leading CBP efforts to achieve international agreements and joint efforts that both facilitate and secure legitimate trade and travel.

Prior to joining CBP, Ms. Seguin served in multiple roles at the U.S. Immigration and Customs Enforcement, (ICE) to include the Assistant Director for the Office of Policy and Planning. In this role, she was responsible for the development of policies that govern the agency’s administration and operations, oversight of ICE’s regulatory initiatives, and coordinating policy and regulatory engagements with the Department of Homeland Security and other Executive Branch agencies. Further, Ms. Seguin held the position of Chief of the Government Information Law Division, in the Office of the Principal Legal Advisor at ICE Headquarters; where she oversaw the nationwide Government Information Law Program and effectively coordinated divisional work with stakeholders.

Prior to her roles at ICE, Ms. Seguin served as a Senior Attorney at the U.S. Drug Enforcement Administration (DEA), where she provided legal support to DEA leadership and personnel on a range of general law matters, including information disclosure, appropriations, ethics, personnel, and environmental law. Ms. Seguin began her federal service as an Attorney Advisor with the U.S. Department of Veterans Affairs, where she practiced in the fields of privacy, e-discovery, appropriations, and intellectual property law.

Assistant Commissioner Seguin holds a Bachelor of Arts and Sciences degree in Economics from Washington University in St. Louis and a Juris Doctor degree from Boston University School of Law. She has been a member of the Senior Executive Service since 2016.

Debbie W. Seguin là Trợ lý Ủy viên Văn phòng Quan hệ Quốc tế (INA) của Cục Hải quan và Bảo vệ Biên giới Hoa Kỳ (CBP). Với tư cách là Trợ lý Ủy viên INA, bà Seguin chịu trách nhiệm điều phối các sáng kiến đa phương của CBP với các đối tác quốc tế, cung cấp đào tạo nâng cao năng lực cho các đối tác nước ngoài phối hợp với các văn phòng điều hành của CBP và dẫn dắt các nỗ lực của CBP nhằm đạt được các thỏa thuận quốc tế và nỗ lực chung nhằm tạo điều kiện thuận lợi cho và đảm bảo hoạt động thương mại và du lịch hợp pháp.

Trước khi gia nhập CBP, bà Seguin đã đảm nhiệm nhiều vai trò tại Cơ quan Thực thi Di trú và Hải quan Hoa Kỳ (ICE), bao gồm cả Trợ lý Giám đốc Văn phòng Chính sách và Kế hoạch. Với vai trò này, cô chịu trách nhiệm phát triển các chính sách chi phối việc quản lý và hoạt động của cơ quan, giám sát các sáng kiến pháp lý của ICE, đồng thời điều phối các cam kết về chính sách và quy định với Bộ An ninh Nội địa và các cơ quan Chi nhánh Hành pháp khác. Ngoài ra, bà Seguin còn giữ chức vụ Trưởng phòng Luật Thông tin Chính phủ, tại Văn phòng Cố vấn Pháp lý Chính tại Trụ sở ICE; nơi bà giám sát Chương trình Luật Thông tin Chính phủ trên toàn quốc và điều phối hiệu quả công việc của các bộ phận với các bên liên quan.

Trước khi đảm nhiệm vai trò của mình tại ICE, bà Seguin từng là Luật sư cấp cao tại Cục Quản lý Thực thi Ma túy Hoa Kỳ (DEA), nơi bà cung cấp hỗ trợ pháp lý cho lãnh đạo và nhân sự DEA về một loạt các vấn đề luật chung, bao gồm tiết lộ thông tin, chiếm đoạt, đạo đức , nhân sự và luật môi trường. Bà Seguin bắt đầu phục vụ liên bang với tư cách là Cố vấn Luật sư của Bộ Cựu chiến binh Hoa Kỳ, nơi bà hành nghề trong lĩnh vực quyền riêng tư, khám phá điện tử, chiếm đoạt và luật sở hữu trí tuệ.
