1. Determine the organization’s mission and purpose. It is the board’s responsibility to create and review a statement of mission and purpose that articulates the organization’s goals, means, and primary constituents served.
2. Select the chief executive. Boards must reach consensus on the chief executive’s responsibilities and undertake a careful search to find the most qualified individual for the position.
3. Provide proper financial oversight. The board must assist in developing the annual budget and ensuring that proper financial controls are in place.
The HCM City Trade & Investment Mission will be led by the Vice Chairman of the People’s Committee, Mr. Nguyen Huu Tin. On the 14th of October, at the dialogue between “the Prime Minister and businesses for 2004”, Prime Minister Phan Van Khai spent a lot of time to require ministries, branches, localities to properly implement policies for improving the business environment so as to revive entrepreneurship of Vietnamese people.
“What burdens in my mind is a corrupt apparatus”
”… Now, there have been improvements in policies but still there are a lot of negative acts at lower levels. For example, tax policies are proper but tax collectors are not proper, ill-treating taxpayers, then such policies will lose their effects … At the moment, leaders of many provinces, cities have recognized the need to support businesses, but officers, civil servants do not properly implement the regulations of provinces, cities, of the Government, red tape and corruption is an serious outstanding issue. This is a big issue … Therepresentative of the American Chamber of Commerce says that corruption in our country is widespread, neutralizing the State Apparatus, even there is rule of law but it turns out be no rule of law at all. Hearing this may make us uncomfortable but it is an actual fact and we should take it as a pain. I do not know how other cadres think but I think that is a fact … We keep on saying ‘take care of the people but negative acts occur everywhere then people do not trust in us. For many years in the position of a prime minister, an issue that has been burdening in my mind, and certainly even until retirement, is our corrupt apparatus, how can we push back … From now to early 2005, I am going to establish task force teams to check, review all procedures, anything that can create obstacles on businesses in order to see how … If everything is made transparent, then there are no reasons why the economy cannot be healthy? See the mistakes but do not correct is a real risk to the country.”

Representatives of a number of businesses in HCMC said: Currently, there are many businesses who have not been able to finalize their tax accounts and whether tax account finalization is quick or slow depends to a great extent on the attitude of tax officers; with easy-going officers finalization is smooth, with hard officers we have to endure, also depending on “know-the-game” attitude of businesses towards tax finalization officers.

Ngày 14/10, tại hội nghị “Thủ tướng Chính phủ gặp doanh nghiệp năm 2004”, Thủ tướng Phan Văn Khải đã dành nhiều thời gian để yêu cầu các bộ, ngành, các địa phương thực hiện tốt các chính sách cải thiện môi trường kinh doanh, khơi dậy tinh thần kinh doanh của người Việt Nam.
“Điều tôi canh cánh trong lòng là bộ máy hư hỏng”
”… Bây giờ, các chính sách đã có nhiều tiến bộ nhưng bên dưới vẫn còn nhiều tiêu cực. Ví dụ như chính sách thuế đúng nhưng người hành thu không đúng, hành hạ người ta thì chính sách đó cũng mất tác dụng… Hiện nay, lãnh đạo nhiều tỉnh, thành phố cũng đã biết chăm lo cho DN, nhưng cán bộ, công chức không làm đúng các quy định của tỉnh, thành phố, của Chính phủ, nhũng nhiễu, tiêu cực còn rất nặng nề. Đó là vấn đề lớn… Đại diện của Phòng Thương mại Mỹ nói tham nhũng ở nước ta tràn lan, làm vô hiệu hóa bộ máy Nhà nước, có pháp quyền nhưng hóa ra là lại vô pháp quyền. Chúng ta nghe thì có thể cảm thấy khó chịu nhưng đó là thực tế và chúng ta phải thấy đó là điều rất đau lòng. Không biết các đồng chí nghĩ sao nhưng tôi thấy đó là sự thật… Ta cứ nói là lo cho dân nhưng đâu cũng có tiêu cực thì người ta đâu có tin mình. Trong nhiều năm làm thủ tướng, tôi canh cánh một điều trong lòng, và chắc là cả đến lúc nghỉ hưu, là bộ máy chúng ta hư hỏng, làm sao đẩy lùi được … Từ nay đến đầu năm 2005, tôi sẽ cho thành lập các tổ công tác để kiểm tra, rà soát hết lại các thủ tục, những gì gây khó khăn vướng mắc cho các doanh nghiệp để xem thế nào… Mọi việc nếu đều được công khai, minh bạch hóa thì làm sao nền kinh tế không lành mạnh? Chỗ nào sai mà không sửa thì đó là nguy cơ cho đất nước.”
Một số bức xúc của doanh nghiệp
Đại diện một số doanh nghiệp (DN) tại TP Hồ Chí Minh cho biết hiện nay có rất nhiều DN 3-5 năm chưa được quyết toán thuế và việc quyết toán thuế nhanh hay chậm phụ thuộc nhiều vào cảm tính của nhân viên thuế: ai dễ thì cho, ai khó thì chịu, phụ thuộc vào mức độ “biết điều” của DN với cán bộ quyết toán thuế.
