The use of e-invoices is currently in a transitional period and the deadline of its compulsory use is uncertain pending the guidelines of the Law on Tax Administration. In another development, in June 2019 the National Assembly passed the new Law on Tax Administration which will take effect from 1 July 2020.

Our Speakers from Tax Committee Nguyen Thanh Vinh (Baker McKenzie) and Phung Thi Ngoc Anh (PwC Vietnam) will update you on compliance requirements as well as practical issues in switching to e-invoice and impacts to taxpayers’ rights and obligations under the new Law on Tax Administration. Issues such as key challenges for taxpayers in moving to adopt e-invoices and the best practice approaches, timelines of tax filing and tax audit, validity of tax rulings and most importantly the tax impacts on cross-border e-commerce will be discussed at the event.

Ms. Phung Thi Ngoc Anh
Director, Tax & Legal Services of PwC Vietnam

Ngoc Anh has 13 years of professional tax advisory experiences in both Vietnam and U.S.

Ngoc Anh has served a wide range of clients  in various sectors [energy & resources, FMCG, F&B, manufacturing, trading and distribution, agriculture businesses, financial services and real estates], including multinational companies and local companies.

Her professional experiences has been focused on advising client on inbound investments into Vietnam, operational tax compliance and advisory services, M&A and structuring services, effective cross border transactions and tax controversy services.

In 2018, Ngoc Anh joined the management team of AmCham Tax Committee.

Ngoc Anh holds a Bachelor’s degree in International Business of Foreign Trade University of Vietnam. In addition, she is a member of the Association of Chartered Certified Accountants (ACCA) of the United Kingdom and is also a member of the Vietnam Tax Consulting Association.

Mr. Thanh Vinh Nguyen
Partner of Baker McKenzie Ho Chi Minh City Office

Thanh Vinh Nguyen is a Partner in the Baker McKenzie Ho Chi Minh City office, where he leads the Tax and Customs practice group in Vietnam. Mr. Nguyen’s practice areas include tax and customs, trade and general commercial matters. Prior to joining Baker McKenzie’s Ho Chi Minh City office in 2004, Mr. Nguyen practiced tax advisory work for two international accounting firms for eight years and worked in the compliance function of an international insurance company. An expert in tax planning and law, Mr. Nguyen has assisted clients with advice and structuring work as well as contentious appeals with the tax authorities. Mr. Nguyen is an award winning practitioner, recently recognized by the International Tax Review in the categories of: Indirect Tax Leader (2017) and Tax Controversy Leader (2017) as well as being ranked as a Leading Lawyer for Taxation in Legal 500 Asia Pacific (2017).

He has written a number of articles on Vietnamese tax issues and is co-author of the tax management portfolio Business Operations in Vietnam, published by Bloomberg BNA. Recently, Mr. Nguyen co-authored the Vietnam chapter of Inward Investment and International Taxation Review – 8th Edition. In 2018, Mr. Nguyen was appointed to be the Co-Chair of AmCham Tax Committee.

Mr. Nguyen holds a Bachelor of Arts degree in English from the University of Ho Chi Minh City and an LL.B from the University of Law of Ho Chi Minh City.
