Background: The State Capital Investment Corporation (SCIC) is a state-owned holding company considered a national wealth fund of Vietnam, similar to Singapore’s Temasek or GIC. It was established in 2005 as part of a range of reforms aimed at enhancing the efficiency of state capital utilization. In May 2020, SCIC announced its plan of divesting 85 state-owned enterprises (SOEs), notably VNSteel, Vinatex, and Bao Viet Holdings (HSX: BVH), Bao Minh Insurance (HSX: BMI), Tien Phong Plastic (HNX: NTP), Binh Minh Plastics (HSX: BMP), VNSteel, Vietnam Plastics, Hai Phong Thermal Power, and Seaprodex.
