Event Description

The real estate and hospitality market in Vietnam has been quickly expanding as the economy has shown no signs of slowing down. As Vietnamese and Foreign developers continue to enter the real estate market, it will be important for the Vietnamese government to help develop the legal framework to encourage new investment, create incentives for implementing new technology, and create legal certainty in the market for the development of real estate products such as condominiums, condotels, officetels, and hotels.

This seminar will provide a review of the real estate and hospitality sector from three different perspectives:

(1) a legal perspective with regard to the uncertain legal standing of development and sale of condotels and officetels and the recent government directive to provide clarity in the law;

(2) a developer’s perspective on the difficulties and benefits of developing in Vietnam covering legal issues associated with permitting and expanding new technology into new residential and commercial products; and

(3) a real estate agency perspective on the future of the hospitality market in Vietnam and technological trends in the region.

Each perspective will take a look at how the fast changing market can be developed in a sustainable way and where the laws and regulations can help to encourage stability in the real estate and hospitality markets.

Speakers

Paul Volodarsky
Senior Associate, DFDL Vietnam

Paul Volodarsky is a Senior Legal Adviser based in Vietnam and Thailand. Paul has brought a wealth of experience to DFDL Thailand and Vietnam. Prior to joining DFDL, he worked with Limcharoen Legal in Bangkok managing the workflow for their offices in Phuket, Samui, Ho Chi Minh City, and Bangkok. He has advised individual buyers, developers and investment groups on real estate investment throughout Thailand with specific emphasis on the resort and hospitality sector in Phuket, Samui, Pattaya, and Hua Hin. He has significant experience handling the legal complexities in setting up the corporate structure for real estate developments, advising purchasers on acquisition of residential and resort property in Thailand, and negotiating hotel management agreements with international hotel brands, including Hilton Hotels and Resorts, Marriott International, Hyatt Hotels, and Hotel Okura. Paul is admitted to the New York Bar. He holds a Juris Doctor degree from New York Law School (2009) and a Bachelor of Science, Major in Biological Anthropology from The George Washington University, Washington DC (2004). Paul is based in Ho Chi Minh City, Vietnam with frequent travel to Bangkok, Thailand.

Mauro Gasparotti
Director Southeast Asia, Savills Hotels Asia Pacific

Mauro Gasparotti holds the position of Director at Savills Hotels Asia Pacific, in charge of South East Asia countries. In addition to his business development responsibilities, Mauro specializes in hotel investment and consultancy, feasibilities studies, cash flow analysis, market analysis, projects consultancy and operator selection. He also organizes the use and implementation of valuation models for hospitality assets and developments sites.

Prior to joining Savills Hotels Asia Pacific, Mr. Gasparotti was Co-founder and Executive Director at Alternaty Real Estate, the leading hotel consulting firm in Indochina, successively acquired by Savills in 2017 to growth the hospitality capabilities. Prior to setting up Alternaty, Mr. Gasparotti set up and headed the Hotel Services department at CBRE Vietnam and before this he was a Senior Manager in the Valuation and Advisory department. Prior to joining CBRE, Mr. Gasparotti worked in Ernst & Young.

Ng Yat-Sun
Deputy Chief Design Officer, Alpha King

As a developer design director, project design manager and register architect, Mr. Ng. has worked on a wide range of project types in both USA, China and Vietnam. Being an accomplished versatile designer, Mr. Ng is experienced in working on master planning, architecture and interior design projects which include building & campuses, office high-rise, retail and mixed use, residential as well as prototype retail store design. Always pushing the boundary of design to explore new ways of working within the project design and delivery parameters, this experience combined with Mr. Ng’s exceptional technical and design skills enables him to be definitely a driving force on all the projects he involved.

Mr. Ng is currently a registered architect in California, U.S.A. (since 2000) and is a member of the American Institute of Architects (AIA).
