Mr. Brian L Whisler

Partner, Baker McKenzie Washington, DC

Brian Whisler has been a Partner in the Litigation and Government Enforcement Practice in the Washington, D.C. office for more than 15 years.  He defends and assists multinational companies across many sectors in internal investigations, civil and criminal litigation, and compliance advisory work, covering a wide range of subject matter, including fraud, corruption, money laundering, procurement issues, and sanctions.

He has represented companies before many U.S. (U.S. Justice Department and Securities and Exchange Commission) and non-U.S. enforcement agencies, as well as multilateral institutions, such as the World Bank, Asian Development Bank, United Nations, and the Global Fund.  Prior to joining Baker McKenzie in 2008, Brian served as a federal prosecutor with the U.S. Justice Department for 15 years, and a legislative policy advisor in Washington for three years prior, working for a U.S. Congressman, the Justice Department, and the White House.

Mr. Xin Tao

Partner, Baker McKenzie Washington, DC

Xin Tao is a member of Baker McKenzie’s North America Steering Committee for Healthcare & Life Sciences, and currently heads our US Food and Drug Law Practice. A former research biochemist, Xin brings a deep understanding of the complex scientific issues that relate to the US FDA’s legal and regulatory requirements, enabling him to help clients with all phases of product development, manufacturing, and marketing.

As the science and technology continues to evolve, Xin supports our clients to constantly innovate and push the boundaries of what’s possible in the world of life science. Xin is a frequent speaker and writer on US FDA legal developments related to emerging technology, and he has been selected to serve on the 2023 Law360 Life Sciences Editorial Advisory Board.

Ms. Thuy Hang Nguyen

AmCham Board; Partner, Baker McKenzie Vietnam

Thuy Hang Nguyen is a Partner in Baker McKenzie’s Ho Chi Minh city office, leading the Employment and Labor, and Investigation, Compliance and Ethics of Baker McKenzie in Vietnam.

She is one of the few Vietnamese lawyers dually admitted to practice law in New York State and Vietnam. Ms. Hang has been assisting in various compliance investigations and advice. During her 17 years with Baker McKenzie, she has worked in the Vietnam, Barcelona and London offices.

Ms. Hang has been a Governor of the Board of Governors of American Chamber of Commerce, Ho Chi Minh City Chapter, for 6 years, being a Vice Chair of the 2022 Board. She also used to chair HR Committee and has led various advocacy activities of the Chapter in many years.

Mr. Frederic Burke

Senior Adviser, Baker McKenzie Vietnam

Fred Burke is a Senior Adviser of Baker McKenzie, based in Vietnam.  He has more than 30 years’ experience practicing in the areas of International Trade, Taxation & Customs, Real Estate, Hotels & Resorts, Renewable Energy, Project Finance and Dispute Resolution. Fred currently serves as a member of the Prime Minister’s Advisory Council on Administrative Reform in Vietnam.  He served as the Investment & Trade Working Group Chair for the Vietnam Business Forum for over a decade and joined the VBF Member’s Council in 2020.  He has extensive experience working with Vietnam legislators and law drafting committees on the full range of new laws and decrees integrating Vietnam into the global economy.

Fred has been active in AmCham in Vietnam since it was first established in 1994. He served as a member of the Board of Governors from 1995 – 2003 and was Chairman in 1997. After a hiatus of four years, he was re-elected to the Board in December 2007.  Before coming to Vietnam in 1991, he served as the Secretary and Member of the Board of the American Chamber of Commerce in Shanghai, China.
